        Zone (later renamed the International Zone, or IZ) in Baghdad. Life support in the Green
        Zone consisted of such things as sleeping facilities in small trailers or tents, dining facili-
        ties providing four meals per day (their was a midnight meal to support late workers),
        laundry service, and security provided by the coalition Multi-National Forces (MFN). On
        the other hand, the DB contractors were required to create their own compounds, often
        outside the Green Zone, with their own life-support facilities and their own security.


        Project Definition
        While Congress identified how the appropriated funds were to be spent in identified
        sectors, Congress did not identify specific projects. Thus the first job of the PMO was
        to define and estimate the cost of potential projects.
           In October 2003, the United Nations and the World Bank completed a Joint Iraq
        Needs Assessment Study. The study concluded that to rebuild Iraq to prewar conditions
        of 1990 would require $56.1 billion. Given that IRRF II funding was $18.4 billion, it
        was obvious that many needed projects would not be funded. Figure 12.3 illustrates the
        comparison of estimated required funding by sector with the actual funding.
           From approximately December 2003 until March 2004, the PMO focused all its
        efforts on creating project definitions and related project cost estimates. Because at
        this time the PMO staff had yet to fully mobilize and the SPMOCs had not yet signed
        contracts, much less mobilized to Iraq, it was necessary to bring in a contractor whose
        mission was to assist the PMO with project definition and project cost estimates.
           Initially, 5500 potential projects were defined. PMO leaders and management then
        worked closely with the Iraqi ministries to select projects to be funded. For example, PMO
