an ethical obligation which one person has for any other—no matter to
which culture he belongs—^which knows no constraints. The idea of an
ethical community, then, is the truly universal, transcendental com-
munity—which respects political differences and cultural otherness without
setting up insuperable barriers between our own and the foreign.
