Who is French is even more
problematic. Immigrants from
Eastern, Central and
Mediterranean Europe, and
more recently from North
Africa, have totally
transformed the ethnic mix of
France. There are big French-
speaking communities in other
countries such as Belgium
and Switzerland, and in North
Africa (and other parts of
Africa).
This policy failed and was
replaced with the theory of
association. This amounted to
a new school syllabus giving
more recognition to the
cultures and homelands of the
immigrants. But the general
idea that French culture was
superior remained.
