Risk assessment and  inspection for  integrity


         3. The  tangible  benefits  of prevented  failures  in  the  medium  term  are
      estimated  to represent  70% of the programme cost  in the  last three  years.
         4. In addition to the benefits of prevented  failures, the intangible benefits
      of confidence in critical parts of our pipeline system and a demonstrated  pro-
      active  attitude  to  preventing  failures  are  sufficient  to  consider  the  overall
      programme  as cost effective.
