                            during the design phase, and the chair of the meeting will be turned over to the CM/GC
                            once construction has commenced. This meeting is usually held weekly. Exhibit 13-5
                            is a sample project meeting agenda.

                            Budget Meeting
                            This meeting, which includes the entire project team, is focused on developing the
                            scope of work and a program for the project in order to establish a meaningful budget
                            on which the owner can rely. Budgets usually are developed in the conceptual phase of
                            the project initially, then at the design development stage (25% documents), the con-
                            struction document development phase (50% documents), the bid and award phase
                            (80% documents), and at the formulation of a guaranteed maximum price (GMP)
                            (usually 80% buyout of trades, as the documents are seldom if ever 100% complete).
                            The budget should be developed with 100% of the information and program require-
                            ments of the project. See Chapter 17, Exhibit 17-2 for the cost-estimating and budget-
                            ing process. Exhibit 13-6 contains a sample agenda for a budget meeting.
