This particular example is based on positive-edge triggered 19-type flip-flops
with active-low -dear inputs. The four flip-flops are used to store the current
count value which, is displayed on the q[3:0] outputs. When the -clear input is
set to I (its inactive state), a positive-edge on the clock input causes the
counter to load thie next value in the count sequence,
